Speaker: 
  • Col. (ret.) James Hickey is a 1982 graduate of the Virginia Military Institute with a Masters from the Johns Hopkins University School of Advanced International Studies. On December 13, 2003, Colonel Hickey led the raid entitled "Operation Red Dawn" that captured Saddam Hussein in Tikrit, Iraq. Colonel Hickey was awarded a Silver Star for his actions during this tour in Iraq, and his unit was awarded the Valorous Unit Citation Award.  Col. Hickey is now the Senior Military Advisor to the Senate Armed Services Committee, and will discuss many of the foreign policy issues facing the US in the Middle East. Col. Hickey's Biography:
 
Colonel James B. Hickey (ret.) graduated from the Virginia Military Institute and was commissioned into the Regular Army in 1982, commencing a distinguished 29-year active duty career in the U.S. Army. Colonel Hickey currently serves as the Senior Military Adviser to the Senate Armed Services Committee.

His first assignment on active duty with the Army was with the 3rd Squadron, 7th Cavalry in Schweinfurt, Germany where he served as a cavalry platoon leader, troop executive officer and squadron adjutant from 1982-1985. Captain Hickey attended the Infantry Officer’s Advance Course at Fort Benning, Georgia and then returned to Germany 1986. Thereafter he took command of L Troop, 3rd Squadron, 11th Armored Cavalry Regiment “Blackhorse” in Bad Hersfeld.

After command, Captain Hickey’s next assignments were part of his secondary career field, Foreign Area Officer (Russian Linguist) and included the Defense Language Institute in Monterey, California, The Johns Hopkins University School of Advanced International Studies (Master of International Public Policy) and the U.S. Army’s Russian Institute in Garmisch, Germany.

Upon completing the Command and General Staff Officer’s College at Fort Leavenworth, Kansas in 1994, Major Hickey returned to the 11th ACR, now at Fort Irwin, California where he served as the Operations Officer for the 1st Squadron. His other assignments at the National Training Center were Operations Group’s Chief of Plans, Observer Controller and Operations Officer for the “Scorpion” Mechanized Infantry Team and the Deputy Regimental Commander for the 11th ACR.

Lieutenant Colonel Hickey proceeded to Fort Carson, Colorado where he served as the Regimental Executive Officer of the 3rd ACR “Brave Rifles” in 1998 before taking command of 2nd Squadron, 3rd ACR After command Lieutenant Colonel Hickey was assigned as the Brigade Senior Observer Controller at the Combat Maneuver Training Center in Hohenfels, Germany in 2001.

Lieutenant Colonel Hickey attended Georgetown University as a United States Army Senior Service College Fellow. On June 13, 2003 he took command of 1st Brigade, 4th Infantry Division (Mechanized) and led the brigade through a year of combat operations in Saladin Province. The brigade and special operations troops were credited with the capture of Saddam Hussein on 13 December 2003. For this and recognized combat effectiveness the “Raider Brigade” was recognized by the Secretary of the Army with the Valorous Unit Award.

After brigade command Colonel Hickey performed Joint Staff duties at the Institute of Defense Analysis in Alexandria, Virginia. During this assignment he performed sensitive intelligence analysis which led to his reassignment to the Iraq Theatre of Operations under the command of Lieutenant General Raymond T. Odierno in 2006. Colonel Hickey helped plan and oversee the execution of the “Surge” in direct support of the corps commanding general. He was credited by the commanding general for the dramatic reduction of improvised explosive device attacks against coalition troops due to the efforts of Colonel Hickey’s Counter IED Operations Integration Cell.

In June 2008, upon completion of joint duties, Colonel Hickey reported to Headquarters Department of the Army, G-3/5/7. Assigned to serve as the executive officer for General James D. Thurman, Colonel Hickey coordinated and facilitated the complex, daily activities of the Army’s G-3 in support of the Secretary of the Army, Chairman of the Joint Staff, Chief of Staff of the Army and Vice Chief of Staff of the Army. After supporting the successful assumption of responsibility by the current G-3, Lieutenant General Daniel Bolger, Colonel Hickey took the decision to retire from the Army after twenty-eight and half years of regular, commissioned service.

Retiring in February, 2011, Colonel (ret.) Hickey accepted a position at ACADEMI in McLean, Virginia where he served for three-and-one-half years as Vice President, ACADEMI Professional Services. While at ACADEMI, he was responsible for all overseas services; operational excellence to multiple customers; profit and loss; program growth; and client relationships. In January 2015, Colonel Hickey was named the Senior Military Adviser to the Senate Armed Services Committee.

Decorated for gallantry, valor and merit, Colonel Hickey’s decorations include the Distinguished Service Medal, the Silver Star, the Defense Superior Service Medal, the Legion of Merit with Oak Leaf Cluster, the Bronze Star for Valor, the Bronze Star with Oak Leaf Cluster, the Iraq Campaign Medal with Four Stars and the Valorous Unit Award.
