Justin Martin

Justin P. Martin is L’nu (Mi’kmaq), a member of Millbrook First Nation, and one of Atlantic Canada’s leading voices on Indigenous participation in defence procurement. He is CEO and Co-Founder of First Spear Group, the economic development general contractor for Indigenous communities in Atlantic Canada, and Director of Indigenous Relations at JPOM Canada, where he advises on Industrial and Technological Benefits (ITB), Indigenous Participation Plans, and the federal 5% Indigenous procurement target. Justin has authored Indigenous Participation Plan strategies for major federal programs, including the Strategic Tanker Transport Capability project and the Canadian Patrol Submarine Project.

Before defence, Justin spent two decades turning affirmed treaty rights into operating economies. As Fisheries Manager for the Assembly of Nova Scotia Mi’kmaw Chiefs, he generated $23 million in rights-based fisheries revenue across eight Mi’kmaw Nations and led sustained Crown negotiations under R. v. Marshall. He now serves as Director of Fisheries for Millbrook First Nation, directing one of the Nation’s primary economic engines.
