Ever-expanding EU regulations are increasingly clashing with de-regulation politics officially declared by the new US administration. While a last-minute agreement on general tariffs has been reached, the threat of President Trump to penalize the EU in case of further targeting of US tech companies with restrictions and fines hasn't just vanished as the EU still sees 'no room for negotiations' on digital regulations. This could still heavily impact the AI, data, and digital industry on both sides of the pond. Let's discuss with experts from Europe and the US whether we are still at risk of sector tariffs on digital services, first ever.

GERARD DE GRAAF, Senior EU Envoy for Digital to the U.S. & Head of the EU Office in the US

Gerard is the Senior Envoy for Digital to the U.S. and Head of the EU Office in San Francisco. For more than 30 years, he has worked in the European Commission across a wide range of policy areas. Until his appointment in the Bay Area, he was director in DG CNECT, responsible inter alia for the Digital Services and Digital Markets Acts, two landmark pieces of legislation for the international digital economy which have been recently adopted in the European Union. Before joining DG CNECT, he worked in the Secretariat-General of the European Commission, in DG Research and Innovation and in DG Internal Market.

ROBERT MAHARI, Associate Director of CodeX @ Stanford Center for Legal Informatics

Robert Mahari is the Associate Director of CodeX, the Stanford Center for Legal Informatics, where he focuses on leading practice-oriented, interdisciplinary research at the intersection of AI and law. He holds a JD-PhD in Legal Artificial Intelligence from MIT and Harvard Law School, training that anchors his dual fluency in computer science and legal doctrine.

Robert’s research leverages computation to surface new jurisprudential insights, build tools to improve legal practice, and identify new approaches to regulating emerging technologies. His work is published in venues that span disciplines—from Science and Nature Machine Intelligence to computer-science conferences including NeurIPS, ACL, and ICML. His research is regularly covered by media outlets including The New York Times and The Washington Post.

To translate his research into practice, Robert collaborates with public and private entities to prototype and deploy novel legal technologies. He is a frequent speaker on these topics for academic, industry, and government audiences worldwide. Robert also co-chairs the New York City Bar Association’s Subcommittee on Generative AI and the Law. As co-founder of Leading Beyond Boundaries, he convenes practice-oriented academic workshops during the World Economic Forum.

Kai is a partner at the international law firm CMS in their Mountain View representative office. For more than 30 years, Kai has been advising US companies, first in Germany and as of 2014 in the Bay Area. His expertise focuses on international tech transactions, cross-border expansions, as well as international regulations, particularly on privacy, digital, and AI. 

Kai is the Chairman of the Board of the German American Business Association and member of the Executive Committee of the German American Lawyers' Association.
