In March 2021, RTC Partners sold their majority interest in Anser Advisory, a leading capital program and project advisory company serving diverse infrastructure markets. Anser has worked as a consultant on large, high-profile projects in Southern California such as Los Angeles Metro Regional Connector Transportation Corridor, Port of Long Beach Middle Harbor Redevelopment project, County of Riverside Transportation Department Avenue 66 Grade Separation, Los Angeles World Airports Intermodal Transit Facility and SANDAG’s bikeways to light rail transit systems.

Ms. Humphreys has over 25 years of civil engineering experience with expertise in civil engineering design and project management for diverse transportation projects with a focus on transit, rail, and public transportation. She specializes in large, complex design and construction projects involving multiple stakeholders with diverse interests that require development of win-win solutions for all stakeholders. Ms. Humphreys has extensive experience managing engineering and environmental tasks to obtain CEQA and NEPA clearance for civil engineering projects within environmentally sensitive areas. She has developed work plans for projects including budget management and analysis, allocation of personnel resources, and project schedule maintenance to ensure projects are completed with the highest quality standards, within budget, and on time. Ms. Humphreys recently served as the Deputy Project Director in charge of budget and schedule for the Mid-Coast Light Rail Project which extends the UC San Diego Trolley Blue Line from downtown San Diego to UC San Diego and ultimately to University Town Center. This $2 Billion infrastructure project, delivered on time and within budget, is the largest infrastructure project ever constructed within San Diego County. She obtained her Bachelor of Science in Chemical Engineering at the University of Washington, Seattle, WA.

Prior to joining Anser Advisory, Bryan was the co-founder of budget4cast.com, a web-based application for managing project budgets. Bryan earned his BS in Engineering – Civil Specialty form the Colorado School of Mines with recognition as the McBride Honors Program, Thomas Pillipose Outstanding Graduating Senior.

Scott is a Managing Director in the Houlihan Lokey Business Services group and leads the global Engineering, Industrial, & Infrastructure Services practice. His recent transactions include sellside, buyside, financing, restructuring, and strategic advisory engagements, as well as fair market value, ESOP, fairness, and solvency opinions. Before joining Houlihan Lokey, Scott was an Associate in the asset securitization group of Lehman Brothers Holdings, Inc., where he was involved in structuring, marketing, and executing medium- and short-term asset-backed securities transactions. Scott  graduated summa cum laude with a B.A. in Psychology from the University of Colorado at Boulder and holds a J.D. from Harvard Law School.
